Yes. WEBP supports transparency, so transparent parts of logos, icons and cutouts stay.
How much smaller does it get?
PNGs with photos or gradients often shrink to a fraction. Check the result size and adjust the quality.
Will the quality drop?
It is compressed a little according to the quality value. At the default of 92 the change is hard to see.
